Hello,
Neither leaf nor flower .... directions are for use of the berry. This seems to work best. The tincture needs to sit for six weeks before being ready to use. Teas are usually too weak to be of much use in such a situation and an infusion would be extremely awful tasting -- tea, really too ....
Fill a quart size mason jar one third full with ripe freshly harvested Vitex berries. If fresh berries are unavailable to you, use high quality dried ones. Fill the jar to the top with 100 proof vodka. Cap tightly and let the mixture sit for six weeks. After the brewing period is over, strain off the berries, squeezing as much of the liquid out of them as you can. Pour your extract into amber bottles and store it in a cool dark place. If stored properly, it will keep for years.
You will most likely need at this time to purchase some -- do you have a health or herb store around? It is usually stocked there. Another option would be to buy dried vitex berries and use those to make the tincture - as described above.
Dried Red clover blossoms as an infusion is something Susun highly recommends as well. Dried red clover blossoms can usually be found at the same stores where you would find the vitex tincture.
